Methodology

Rankings are based on planning application data collected from local planning authority portals across England and Wales. We aggregate application outcomes, decision timescales, and appeal results to produce comparable benchmarks for each council.

To ensure statistical significance, councils must meet minimum data thresholds before being included in each ranking. Approval rate and decision time tables require at least 50 decided applications. Appeal rankings require at least 10 appeals. Housing hotspot rankings require at least 5 large-scale applications.
