About Leeds City Council Planning Authority

Leeds City Council serves as the local authority for the City of Leeds in West Yorkshire, England, and has been in operation since 1626. As a metropolitan borough council since 1974, it provides a wide range of local government services to its approximately 800,000 residents, making it the second most populous local government district in the UK, after Birmingham. Additionally, since April 1, 2014, Leeds City Council has been a constituent member of the West Yorkshire Combined Authority, enhancing its collaborative governance in the region. The council is currently led by James Lewis (Labour), who has held the position since 24 February 2021. Ed Whiting serves as Chief Executive since January 2025. The council comprises 99 councillors serving 4 years terms, with the most recent election held on 2 May 2024.
