About Lancashire County Council Planning Authority

Lancashire County Council serves as the upper-tier local authority for the non-metropolitan county of Lancashire, England, which is distinct from the larger ceremonial county that includes Blackburn with Darwen and Blackpool. Based in County Hall, Preston, the council comprises 84 councillors and is part of the Lancashire Combined County Authority, playing a pivotal role in local governance and planning applications within the area. The council was established in 1 April 1889, reformed 1 April 1974. The council is currently led by Stephen Atkinson (Reform UK), who has held the position since 22 May 2025. Mark Wynn serves as Chief Executive since 1 August 2024. The council comprises 84 councillors serving 4 years terms, with the most recent election held on 1 May 2025.
