Why it was refused

  1. The proposed dwellings would be located outside of the settlement boundary and would not be essential in the countryside. Whilst the council cannot demonstrate a 5- year Housing Land Supply, the National Planning Policy Framework advocates presumption in favour of sustainable development, and the application site is not in a sustainable location due to it being in an isolated location without close and convenient access to public transport and local facilities. The provision of two dwellings would make a very modest contribution to the council's Housing Land Supply and self-build register, but considered in conjunction with the unsustainable location of the site, on balance, would not outweigh the harm in departing from the development plan. The proposals are contrary to Policy COM2 of the Test Valley Borough Revised Local Plan 2016 and Policy EL P7 of the Over Wallop Neighbourhood Plan 2024.
  2. The Bungalow has the modest character of a rural worker's dwelling, and the other two dwellings of Broadview and Paddock House also have a more modest character through being 1.5 storeys in height, and the two-storey part of the dwellings is L- shaped which helps to reduce their bulk in public views. The proposed dwellings would have a ridge height of approximately 9.2 metres in comparison to the 7.5 metre ridge height of the existing dwellings to the south-west, and the proposed dwellings would have a large footprint with a rectangular layout, and a prominent gable at each end, with a large central expanse of roof which increases the perception of the bulk of the dwellings. Each triple bay garage would also be sited prominently in front of each dwelling, thereby increasing the amount of built form on the site. The design and scale of the proposed dwellings would not respect and complement the existing character of the area, and the proposed infill development would harm the open agricultural landscape character of the area. The proposals would therefore be contrary to Policies E1 and E2 of the Test Valley Borough Revised Local Plan 2016, Policy DD P2a of the Over Wallop Neighbourhood Plan 2024 and the Wallops Village Design Statement 2004.
