Why it was refused

  1. The proposed change of use, by virtue of the domestication of the site as garden land, residential activities and the associated paraphernalia created, would fail to preserve the openness of the metropolitan green belt. Accordingly, it would constitute inappropriate development in the green belt which is considered harmful. No very special circumstances have been identified which would clearly outweigh this harm. The proposed development would therefore be contrary to policy NHE5 of the Reigate and Banstead Development Management Plan 2019, National Planning Policy Guidance and the National Planning Policy Framework.
