Why it was refused

  1. By reason of the height, asymmetrical roof form, strong vertical emphasis of the front elevation and scale , the proposed would result in an unduly dominant and visually intrusive form of development which is harmful to and out of keeping with the street scene. The unsympathetic appearance of the dwelling would appear stark in this context and would be an incongruous form of development that would detract from the character of the area. As such the proposal would be contrary to NDMP L2 and NDMP DP3 of the National Planning Policy Framework, Policy ENV3 of the Local Plan Part 1: Sites and Development Management Plan, The New Milton Neighbourhood Plan and the New Milton Local Distinctiveness SPD.
  2. By reason of the increase in vertical form coupled with the depth of the built form on the side elevation adjacent to the boundary with 31 Seaward Avenue, this would result in an overbearing form of development that would result in an oppressive form of development to the detriment of the residential amenities of the neighbouring property 31 Seaward Avenue. As such the proposal would be contrary to Policy ENV3 of the Local Plan Part 1: Sites and Development Management Plan.
