Planning Decision

Decision
Refused

Why it was refused

  1. The Local Authority considers that the proposal would result in unacceptable living conditions for future residents. In particular Flat 3 would provide unsatifactory amenity levels from future residents, including insufficient outlook and natural light. The development is contrary to policies P10, and H6 of the Core Strategy, policies GP5 of the UDPR and guidance contained within the NPPF.
  2. The Local Planning Authority considers that the proposed three flats would lead to a significant intensification of the use of the property which would harm the residential amenity of immediate neighbour to the west through increased comings and goings which would lead to increased noise and disturbance, including in the use of external areas. As such the proposal would be contrary to the wider aims of Policies H6 and P10 of the Core Strategy (as amended 2019), saved Leeds Unitary Development Plan policy GP5, and the guidance contained within the National Planning Policy Framework (2021).
