Planning Decision

Decision
Refused

Why it was refused

  1. The Local Planning Authority considers that the proposed extension, by reason of its excessive scale, massing and design, would fail to appear as a subordinate addition to the original dwelling and would erode its simple and prominent architectural character. The proposal would result in unjustified harm to the significance of the Shadwell Conservation Area through the diminished contribution made by the host dwelling, a positive building within the conservation area, and through the erosion of its architectural integrity and legibility. This harm is not considered to be clearly nor convincingly justified, nor is it considered to be outweighed by any public benefits. Furthermore, discrepancies to the plans mean it is not possible to carry out a fully accurate and complete assessment of the proposed development. The proposal is therefore contrary to Policies P10, P11 and P12 of the Leeds Core Strategy, saved Policies BD6 and N19 of the Leeds UDP Review, Policies HLC1 and HLC3 of the Shadwell Neighbourhood Plan, the Householder Design Guide, National Decision Making Policies HE4, HE6 and HE9, and Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
