Decision
Refused

Why it was refused

  1. The Local Planning Authority considers that the submitted heritage assessment lacks sufficient detail to adequately assess the architectural and historic significance of the designated heritage asset, and to demonstrate how this has informed the proposed patio design. Notwithstanding this, the Authority considers that the proposal would result in an unbalancing of the building¿s classical frontage, thereby adversely affecting its setting. The identified harm is considered to be less than substantial, and would not be outweighed by the limited and unsubstantiated public benefits put forward within the application. As such, the proposal is considered to be contrary to Policies P10 and P11 of the Core Strategy, Policies GP5 and BD6 of the Saved UDPR, and advice in the National Planning Policy Framework (as amended) regarding conserving and enhancing the historic environment.
