Planning Decision
Why it was refused
- The Local Planning Authority considers that the proposed development is an over development of a constrained site due to the requirement for the entirety of the front curtilages to be hard surfaced to enable sufficient off-street parking. The expanse of hard surfacing and concentration of parking would create a hard sterile environment, which would be at significant odds with the leafy suburban character of the locality, thereby causing significant harm to the character and appearance of the application site, as well as to the visual amenity of the wider locality. In this respect the harm would then be exacerbated by the provision of walls and fences to the front of the properties to demarcate the boundaries. As such the application is contrary to policy P10 of the Core Strategy, to policies GP5 and N23 of the Leeds Unitary Development Plan (Review) 2006, to the guidance set out in Supplementary Planning Guidance 'Neighbourhoods for Living', and to the policy contained in the National Planning Policy Framework.
- The Local Planning Authority considers that the proposed intensification in use of a substandard access, along with the lack of turning and manoeuvring space, would be detrimental to highway safety in the vicinity of the site. As such the application is contrary to policy T2 of the Core Strategy, to policy GP5 of the Leeds Unitary Development Plan (Review) 2006, and to the policy and guidance contained within the adopted Leeds Transport Supplementary Planning Document.
