Planning Decision
Why it was refused
- The Local Planning Authority considers that the proposed development provides a poorly integrated and spatially separate vehicle parking area for Unit 1, leading to a likely build- up of vehicle parking within a small forecourt area to the front of the unit. As a consequence, the development would result in constrained vehicle manoeuvres within the site, require vehicles to reverse directly onto the public highway and an increase in on-street vehicle parking on Lupton Avenue, which is already known to experience high levels of vehicle movements and on-street parking. Additionally, the reliance on Lupton Avenue to access the designated car parking area to and from Unit 1 would significantly increase short-distance vehicular movements on the public highway, causing further disruption to the existing flow of traffic. As such, the proposal fails to comply with the Council's vehicle parking guidelines for new development and amounts to significant harms in respect of highway safety and accessibility. The proposed development is therefore contrary to Core Strategy (as amended 2019) policies T2 and P10, saved Unitary Development Plan (Review) (2006) policy GP5, the Transport SPD (2023) and guidance in the National Planning Policy Framework (as amended) regarding promoting sustainable transport.
- The Local Planning Authority considers that the proposal would result in the loss of a mature willow tree by virtue of laying out hardstanding, and siting bin storage within its current location on-site. The tree makes a positive contribution to the visual and general amenity of the area, tackling climate change and air pollution. As such, the proposal is contrary to Core Strategy Policy P10, Saved UDP Policy GP5 and LD1, Policy LAND 2 of the Natural Resources and Waste DPD, relevant sections of the National Planning Policy Framework (as amended) regarding conservation of the natural environment.
