Proposal

T1 - Lime, repollard for routine maintenance to most recent points of topping from several years ago, removing approx 5m fom the heights. Control of the height and spread is required. The tree is excessively large for its location and damage to the building is possible, we therefore request to remove the regrowth to the most recent topping points.

Planning Decision

Why it was refused

  1. 1. Failure to demonstrate that the proposed works are necessary, proportionate or justified The proposed repollarding of Tree Preservation Order No. 5 (1958): T43 Lime would remove approximately 5m from a tree measured by the Council at approximately 9.5m to 10m in height. This would result in a substantial reduction of around half of the tree's current height. The application describes the works as routine maintenance to previous topping points. However, the submitted information does not clearly identify those points or demonstrate that the works form part of an authorised, established or appropriate cyclical pollarding regime. No arboricultural report, dimensional survey, pruning schedule, pollard management history, tree condition assessment, structural report, engineering evidence, building damage evidence or other supporting evidence has been submitted to justify the extent of pruning proposed. The application states that control of height and spread is required, that the tree is excessively large for its location, and that damage to the building is possible. However, the application does not identify a specific arboricultural defect, structural concern, safety issue, clearance requirement, site constraint or evidenced building damage requiring removal of approximately 5m from the height of the protected tree.

From the council's decision notice.
