Why it was refused

  1. The proposed development, by reason of the inadequate and poorly usable kitchen/dining facilities and layout of bedroom 2, including the long and narrow layout, lack of light and outlook and the need to take bicycles through the kitchen space to access the rear garden cycle storage, would fail to provide a satisfactory standard of accommodation for future occupiers. The layout would not provide a practical, safe or convenient communal living space capable of meeting the reasonable needs of future occupiers. The proposal is therefore contrary to Policy D6 of the London Plan (2021), Policy CP4 of the Enfield Plan Core Strategy (2010), Policies DMD5 and DMD8 of the Development Management Document (2014) and the National Planning Policy Framework (2026).
  2. The proposed sui generis HMO, accommodating up to 7 occupants, would significantly intensify activity compared to the existing single-family dwelling. The associated comings and goings of occupants and their visitors and the associated potential infrastructure required (car parking, commercial bins, cycle parking) for an HMO of the scale would erode the established low density residential character of the area and would introduce an excessive scale of development in an area dominated by single family dwellinghouses. The proposal is therefore contrary to Policies CP5 and CP30 of the Enfield Core Strategy (2010), Policies DMD5, DMD8 and DMD68 of the Enfield Development Management Document (2014), and Policies D3 and D14 of the London Plan (2021).
