Planning Decision
Why it was refused
- The proposed garage, by reason of its scale, height, massing and close proximity to the ground-floor habitable-room windows at No. 78 Heathfield Road, would result in a materially diminished outlook and an unacceptable sense of enclosure and overbearing impact, to the detriment of the living conditions of neighbouring occupiers. The proposal would therefore fail to safeguard the residential amenity of neighbouring occupiers, contrary to Policy D3 of the London Plan (2021) and Policy DM10 of the Croydon Local Plan (2018).
- The proposed garage, by reason of its scale, footprint, massing and siting within a constrained and presently open site, would constitute an excessive and visually dominant form of development resulting in a material loss of openness. Notwithstanding the proposed sedum roof and external materials, the development would fail to respond appropriately to the character, spatial qualities and pattern of development within the surrounding residential context. The proposal would therefore result in unacceptable harm to the character and appearance of the area, contrary to Policies D3 and D4 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018).
- The proposed development would result in unacceptable impacts on highway and pedestrian safety.
