Why it was refused

  1. The proposed development, by reason of its excessive scale, bulk, massing and siting within this constrained rear land setting, would result in a visually dominant and incongruous form of development that would fail to respect the character and appearance of the surrounding residential area. The proposal would therefore be contrary to Policies D3 and D4 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018).
  2. The proposed development, by reason of its excessive scale, bulk, height and proximity to neighbouring residential accommodation, would result in an unacceptable overbearing impact, increased sense of enclosure, loss of outlook and potential loss of natural light to occupiers of the flats at No. 78 Heathfield Road, thereby resulting in material harm to residential amenity. The proposal would therefore be contrary to Policies D3 and D4 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018).
  3. The proposed development fails to demonstrate that satisfactory vehicular access, manoeuvring and parking arrangements, adequate set-back and visibility arrangements can be achieved and would therefore be detrimental to pedestrian and highway safety. Furthermore, in with the absence of a parking stress survey and evidence, the applicant has failed to demonstrate that the development would not result in additional on-street parking demand that would adversely affect highway operation and safety. The proposal is therefore contrary to Policies T4 and T6 of the London Plan (2021) and Policies SP8, DM29 and DM30 of the Croydon Local Plan (2018).
