Modular Homes Planning & Approval: How Prefab Projects Move Through the UK System

Modular homes are assessed under exactly the same planning rules as any other new dwelling. The method of construction does not create a separate planning category. What councils evaluate is the proposed use, location, design, and scale, regardless of whether the building arrives in sections on a lorry or is built brick by brick on site.

What councils typically focus on

For permanent modular homes, the planning test is the same as for any new dwelling: principle, design, character, and amenity. The modular origin of the building is not itself a material planning consideration.

Where modular construction does sometimes become relevant:

  • Design quality: some modular systems have a distinctive appearance. In conservation areas or areas of strong local character, councils may require design justification for how the system relates to traditional materials and forms
  • Temporary permissions: some modular applications are made on the basis that the unit is temporary and relocatable, which changes the planning balance
  • Permitted development: a modular building installed in a garden is assessed under the same PD limits as any other structure

Temporary modular permissions

Where a modular home is proposed as a temporary dwelling (for example, while a main house is rebuilt or for a temporary worker's accommodation), a time-limited permission is possible. Conditions will restrict the duration and require removal at the end of the approved period. These conditions are enforceable.
