The tree is a mature Laburnum (according the Dartmoor Tree Surgeons. It has died within the past 12 months, as is evidenced by peeling bark, and the lack of any leaf growth this year. It is situated on the our side of the fence line, between 21 (our house) and 23 Elm Grove Road. It is clearly diseased and, once removed, will be replaced with an Apricot tree which is currently on site in a large planter pot. The dead tree is shown as Tree 1 on the attached chart. It is intended to fell the tree to ground level, and let the roots rot naturally.
An arborist has identified the tree to be an Evergreen Oak. It is shown on the sketch as T1. It appears to be a fast growing tree that is taking over the small rear garden. It is situated within 1m from the rear wall of the property and is currently obscuring 80%+ light from the rear bedroom. We propose to remove the tree to address the light issue, and to ensure that given its proximity to the building that no damage is done to the structure. T2 on the plan is presenting no problem and we plan to take no action. We will commission a professional arborist to undertake the works, and have engaged their services already to advise on appropriate action.

Tree 1 - Lillac Request to reduce height and spread of lilac by 1-2ft, take back to a suitable side branch, leaving a natural form. This will lightly thin the canopy and reduce the weight of the branches, to avoid branch failure. The low horizontal branch could be heavily shortened back also, to reduce the possibility of failure. Tree 2 - Mulberry Request to reduce mulberry crown by 1-3ft, the branch on the western side of the tree to be shortened back by 2-4ft, shorten back to a suitable side branch, leaving a natural form. Lightly thin the canopy, taking out any crossing branches. There are signs of the root plate lifting, this reduction should take weight out of the tree.

Thin canopy to allow more light through, remove crossing branches and water shoots. Tree 2 - Bay Desired option for T2 - request to remove bay tree and grind out stump. Replace tree with a native species. Alternative option for T2 - request to reduce height of bay by 2-3ft (no. 10s gutter height) and shorten sides by 2-3ft, take back to a suitable side branch, leaving a natural form. Crown lift to 7ft on higher side (NE), match in lower side (SW). Tree 3 - Crab apple Request to reduce crab apple in front garden by 3-4ft in height and shorten sides by 1-2ft, shorten back to a suitable side branch, leaving a tighter and natural form at the customers desired size and shape. Lightly thin canopy also. This work will reduce the overhanging branches over the public right of way.

Discharge of condition for 25/1667/FUL: Condition 7 (Tree Protection Details) and Condition 6 (Bat Roosting Enhancements)
T1 Poplar , fell to ground level . Recent winds have made it lean towards neighbour`s house, with a raised root mound clearly visible at the base where it has lifted. In my opinion the risk of failure is very likely and would benefit from a speedy decision so it can be dealt with as soon as is practicable. The tree's amenity value is low as it is adjacent to a stand of much larger Poplars of which it is an offspring
Discharge of condition 4 (materials) relating to 25/1525/FUL, determined on 03/02/2026
