Planning Decision
Why it was refused
- The proposed development, by reason of its layout and arrangement, would introduce an inward- facing and relatively self-contained residential enclave, with four dwellings grouped around a central access and parking area. The layout would fail to respond appropriately to the spatial characteristics of the surrounding residential development and the site's position within an area of open space, resulting in a development which would not adequately integrate with the surrounding built form, open space and landscape setting or reinforce the character and sense of place of the locality. The proposal would therefore represent an unsympathetic form of development which would fail to achieve the high standard of design and landscape integration required by Policies SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review,2026, Policy DP3 of the National Planning Policy Framework and Policy NCD1 of the North Claines Neighbourhood Plan.
- Plot 4 would fail to provide adequate internal living accommodation for future occupiers. Bedroom 2 is identified as double bedrooms but fail to provide the minimum 11.5m² floor area required for a double (or twin) bedroom under the Nationally Described Space Standard at approximately 10.7m2. The proposal would therefore fail to provide a satisfactory standard of internal living accommodation for future occupiers, contrary to Policies SWDPR17, SWDPR28 and SWDPR35 of the South Worcestershire Development Plan Review, 2026 and the Nationally Described Space Standard.
- The proposal has failed to satisfactorily demonstrate that the development would not result in unacceptable noise and dust impacts upon the amenity of neighbouring occupiers. In particular, the applicant has failed to provide the noise emission specifications for the proposed Air Source Heat Pumps, as requested by Worcestershire Regulatory Services, preventing a full assessment of their potential noise impact. The submitted Construction Environmental Management Plan also fails to adequately address the requested dust suppression and construction noise mitigation measures, including reference to BS 5228. The proposal is therefore contrary to Policies SWDPR28 and SWDPR35 of the South Worcestershire Development Plan Review,2026 and the relevant aims and objectives of the National Planning Policy Framework.
