Planning Decision
Why it was refused
- The proposed extract ducting and associated plant machinery, by reason of its size, siting and prominent visibility, would form an intrusive and cluttered addition that would detract from the appearance of the host unlisted building of merit and fail to preserve the character and appearance of the Bayswater Conservation Area. As such, the proposal is contrary to Policies 42, 44 and 45 of the Westminster City Plan 2019-2040, Policy HE9, Chapter 20 of the National Planning Policy Framework and Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
- Insufficient information has been submitted to demonstrate that the proposed plant and extraction equipment would not result in unacceptable noise impacts on neighbouring occupiers. The proposal is therefore contrary to Policies 7 and 37 of the Westminster City Plan 2019-2040 and Westminster's Environmental SPD.
From the council's decision notice.
