Why it was refused

  1. As previously concluded under WD/2026/7042/AD, the track is reasonably necessary for the purposes of agriculture on the holding and the other relevant Class A criteria are met. However, in respect of the matters reserved for prior approval, the submitted information is insufficient to demonstrate that the proposed siting and design would avoid unacceptable effects on the significance and setting of Stockyards Farmhouse, Harts Cottage and Woodreed Farmhouse. It has therefore not been established that the proposed development would preserve those designated heritage assets or that any harm can be appropriately assessed and justified. In addition, insufficient information has been provided to demonstrate that the siting and design of the track would conserve and enhance the High Weald National Landscape. Prior approval is therefore refused.

From the council's decision notice.
