Why it was refused

  1. The solar panels and associated edge barrier/balustrade, by reason of their scale and siting would result in an incongruous feature that detracts from the character of the streetscene and the significance of the setting of the designated heritage asset of Hailsham Conservation Area to which the site lies adjacent.
  2. An Historic Environment Record has not been submitted in accordance with the requirements of policy HE3 of the NPPF to enable a fully informed determination to be made in regard to the potential impact of the proposal on the setting of the significance of the designated heritage asset of Hailsham Conservation Area. The proposal is contrary to Saved policies EN1, EN27 and EN19 of the Wealden Local Plan 1998, Spatial Objectives SPO2 and SPO13, Policies WCS14 of the Wealden Core Strategy Local Plan 2013, Chapter 12 of the Wealden Design Guide 2008 and policies DM3 (3), S3, S4, W3, HE3, HE4, HE5, HE6 and HE9 of the NPPF 2026
