Why it was refused
- The retrospective roller shutter and its housing box would detract from the character and appearance of the host building which is identified as part of a group of key unlisted buildings in the Hailsham Conservation Area. Cumulatively and given the extent of other changes, the proposal would fail to retain or enhance the historic character or appearance of this part of the Conservation Area. Therefore, the retrospective installation cannot be considered as sustainable development, being contrary to Government Guidance, policies S3 and S4, together with policies HE4, HE5, HE6, HE9 and DP3 of the National Planning Policy Framework 2026; together with Spatial Planning Objectives SPO2, SPO13 and Policy WCS14 of the adopted Core Strategy Local Plan 2013, saved Policies EN1, EN19 and EN27 of the Wealden Local Plan 1998 and the Wealden Design Guide Supplementary Planning Document 2008, Chapter 13, paragraphs 10.1, 14.1, 14.2, 15.2 and 15.4.
