The tree is largely leaning because of the bigger trees behind and has a small canopy do to the large amount of Ivy growing up the tree. The tree is also growing over a green house. Removing the tree would not reduce the amenity value of the area as their is much nice bigger trees behind, infact it would probably increase the amenity value in the area.
