Planning Decision
Why it was refused
- The proposed development, by reason of its layout, siting, scale, massing, proximity to the side and rear boundaries, design, and lack of scope for soft landscaping, would result in a cramped, incongruous, incoherent and contextually inappropriate form of development that would be out of keeping with the character and spaciousness of the surrounding area. As such the proposal would have a detrimental impact on the visual appearance and character of the street scene and the surrounding area and would not respect the character and identity of the locality in terms of design, APPLICATION NUMBER – 119755/FUL/26 ARFULZ siting, size and scale. The proposed development would therefore be contrary to Policy JP-P1 of the Places for Everyone Joint Development Plan, Policy L2 of the Trafford Core Strategy, the Council's adopted Supplementary Planning Document SPD7 - the Trafford Design Code, and policies in the National Planning Policy Framework.
- The proposed development, by reason of its scale, height, massing, siting, and proximity to the common boundary with No. 202 Manchester Road, would result in an unacceptable overbearing impact and an undue sense of enclosure in relation to the rear private amenity space of that property to the detriment of the amenity that the occupants of that dwelling could reasonably expect to enjoy. The proposed development would therefore be contrary to Policy L7 of the Trafford Core Strategy, and policies in the National Planning Policy Framework.
- The proposed development would fail to provide an adequate level of residential amenity for future occupiers of the proposed dwelling as a result of the lack of any adequate external private amenity space that would meet the functional needs and wellbeing of the occupiers. The application, by reason of the failure to provide a Noise Impact Assessment, also fails to demonstrate that future occupiers would not be subject to unacceptable noise impacts with reference to road noise and noise from adjacent commercial premises. As such, the proposed development would fail to provide an adequate level of residential amenity for future occupiers, contrary to Policies L2 and L7 of the Trafford Core Strategy, Policy JP-P1 of the Places for Everyone Joint Development Plan, the Council's adopted Supplementary Planning Document, SPD7 - The Trafford Design Code, and policies in the National Planning Policy Framework.
