Request for Screening Opinion as to whether an EIA is required in respect of an application for the development of:? The development of a ground plus 20 storey building with basement. ? Ground Floor: 80 sqm commercial/cafe space, 295 sqm offices for Business In The Community and entrance to the Student Accommodation. The ground floor offices are to provide accommodation for the Prince's Trust 'Business In The Community' (BITC), a student residential entrance lounge and amenity area, commercial area and refuse storage. ? First Floor: 775 sqm (GIA) offices for Business In The Community. ?19 floors accommodating 424 affordable student bedrooms which will be operated by The University of London. provision of student accommodation of various types and sizes (self-contained and some non- independent and sizes along with communal kitchen areas). ? 330 sqm pedestrian link connecting Fieldgate Street to Whitechapel Road. The existing private access road as part of the site on the East boundary will be opened up and enhanced with new public spaces and provide public access into and through the whole site through to Whitechapel Road ? Vehicular access to the site will be from Fieldgate Street (a ramped area to the basement floor car park) and there will be some disabled car parking and cycle parking provided in the basement to the site, accessed as at present. ? It is proposed to cut back the tower element at the lower levels to increase the area within the public domain and provide new public facilities and reinforce the street line and open up views through the development. ? The application will see the redevelopment of a site that previously accommodated an unsightly flat roofed commercial building in a predominantly residential street with an appropriately designed mixed use development. The proposal introduces a compatible use next to residential properties and the proposal will deliver a much more compatible and neighbourly use than the previous commercial workshop activity.
