Why it was refused

  1. The proposal represents an overdevelopment/intensified use of the building, which as a result, would create an institutionalised environment, by way of the inadequate quantity of shared internal and external space relative to the number of intended residents, and quality/standard of private space, particularly bedrooms 1, 2, 5 and 6. Creating a poor standard of amenity. Overall, the building/site does not lend itself to residential accommodation on a scale which is proposed, creating inadequate living conditions for the future residents, contrary to Policies 1.5 and H10(a) of the Tameside Unitary Development Plan and paragraph 135 of the National Planning Policy Framework.
  2. The proposal does not include provisions for off-street parking, which would lead to an increase in on-street parking in an area of high demand, and adjacent to a busy junction. This would exacerbate congestion, obstruct sightlines, and increase accident risk, resulting in an unacceptable impact on highway safety. The development is therefore contrary to policy T1 of the Tameside Unitary Development Plan, Policies JP-C6 and JP-C8 of Places for Everyone, and paragraphs 115 and 116 of the National Planning Policy Framework. NOTES FOR APPLICANT REASON FOR REFUSING PLANNING PERMISSION Statement under Article 35 (2) of the Town and Country Planning (Development Management Procedure) England Order 2015 (as amended): The Local Planning Authority offered solutions to the applicant in order to make the development acceptable. The applicant was however unwilling to amend the plans. Without these amendments the development would not improve the economic, social and environmental conditions of the area and therefore does not comprise sustainable development. The Local Planning Authority has therefore implemented the requirement in Paragraph 39 of the NPPF.
