Why it was refused
- The proposed extension by reason of its excessive depth, scale and massing would result in an overly dominant addition that would fundamentally alter the proportions and character of the host dwelling. The substantial extension in combination with the design and poorly articulated side elevations would appear visually dominant and incongruous within the street scene. Furthermore, the varied roof forms, extensive glazing and mix of external materials would result in a contrived and incoherent design lacking architectural cohesion. The proposal would therefore be harmful to the character of the host dwelling and wider area, contrary to Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012, policy DH1 of the Surrey Heath Emerging Local Plan 2019-2038, principles 10.1, 10.2 and 10.4 of the Residential Design Guide Supplementary Planning Document 2017, guiding principles HE1 to HE4 of the Western Urban Area Character Supplementary Planning Document 2012 and Policy DP3 of the National Planning Policy Framework.
- In the absence of sufficient evidence, the application has failed to demonstrate that the development would not give rise to harm to the long-term health of mature trees on site, which contribute positively to the rural, verdant character and biodiversity of the area. The proposal is therefore contrary to the aims and objectives of Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012, Policy DH5 of the Emerging Local Plan 2019-2038. and Policy N2 of the National Planning Policy Framework.
- In the absence of sufficient evidence, the application has failed to demonstrate that the development would not give rise to harm to protected species and the Local Planning Authority is unable to discharge its legal duty and satisfy itself that a grant of planning permission would not be in conflict with the Conservation of Habitats and Species Regulations 2017 (as amended), the Wildlife and Countryside Act 1981 (as amended), Policy CP14 of the Surrey Heath Core Strategy and Development Management Policies 2012 and Policy N2 National Planning Policy Framework.
