Planning Decision

Decision

Case Officer
Mrs Claire Bradley

Why it was refused

  1. The development would result in the creation of an isolated home in the countryside, which does not accord with any of the circumstances specified under policy HO11 of the National Planning Policy Framework. As such, the development fails to accord with policies S5 and HO11 of the National Planning Policy Framework, and is therefore unacceptable in principle.
  2. The development would be unsustainable, having regard to its location and the poor accessibility of basic services and facilities. The site's lack of accessibility by sustainable modes of transport, and the nature of the access to the site, would fail to promote sustainable modes of travel and would result in a reliance on private car journeys by occupants of the proposed dwelling to address their basic needs. Furthermore, the development, by virtue of its unsustainable location, would fail to contribute to climate change mitigation and the transition to net zero. Therefore, the development fails to accord with policies S5, CC2, TR3 and TR4 of the National Planning Policy Framework, policies SS, SD2 and ENV1 of the Rossendale Local Plan 2019 to 2036, and would be contrary to the aims of the Council's Climate Change SPD.
  3. The development would result in significant harm to the character and appearance of the site and surrounding countryside, through the urbanisation and erosion of an undeveloped and natural parcel of land which makes a strong contribution to the rural character of the local area. The adverse effect on the character of the countryside would be exacerbated by the prominence of the site from nearby public rights of way and from longer distance public views. Therefore, the development is contrary to Policy N2 of the National Planning Policy Framework and policies ENV1 and ENV3 of Rossendale Local Plan 2019 to 2036.
