Planning Decision
Why it was refused
- The principle of development outside of a recognised settlement boundary conflicts with policies STP 1, STP 3, and ECN 13 of the Northumberland Local Plan and policies S3, S5, E2, and E4 of the National Planning Policy Framework.
- The development amounts to a loss of mature trees that were beneficial to the aesthetic and visual amenity of the character of the locality. The alterations thereby detract from the character of the area. The proposal is therefore contrary to policies QOP 1 and QOP 2 and QOP 4 of the Northumberland Local Plan and policy DP3 of the National Planning Policy Framework.
- The development amounts to harm to a site designated by the National Habitat Inventory as Habitat of Principal Importance deciduous woodland. The proposal is therefore contrary to policy ENV 2 of the Northumberland Local Plan and policies N2, N3, and N4 of the National Planning Policy Framework.
- Without the required information relating to ground safety and land contamination, the safety of the site for the intended use cannot be guaranteed. The proposed works are therefore contrary to policies POL 1 and POL 2 of the Northumberland Local Plan and policies P2, P3, and P4 of the National Planning Policy Framework.
