Planning Decision

Decision
Refused

Why it was refused

  1. The proposed advertisements, by reason of their scale, prominence, cumulative 26/02141/ADV extent, level of illumination and the introduction of three digital display screens, would form an unduly dominant and visually intrusive form of advertising that would fail to respect the character of the host building or its town centre surroundings. The proposal would result in harm to the visual amenity of the locality and would fail to preserve or enhance the character and appearance of the Wellingborough Town Centre Conservation Area. The proposal is therefore contrary to Regulation 3 of the Town and Country Planning (Control of Advertisements) (England) Regulations 2007, Policy 8 of the North Northamptonshire Joint Core Strategy, Policies TC4 and TC5 of the Plan for the Borough of Wellingborough - Adopted, the design principles and objectives of the Shop Front and Advertisement Design Guide SPD, and Policies DP3 and HE9 of the NPPF (2026).
