Why it was refused

  1. The development has a significant adverse impact upon interests of acknowledged importance, namely residential amenity, by reason of its predominantly residential setting and the intensification of commercial operations closely juxtaposed with dwellings and associated increased noise, disturbance, and unneighbourly effect. No information has been provided to mitigate this objection. This is contrary to Policies SP1, SP2, GP6, GP7 and GP2 of the Newport Local Development Plan, 2011-2026 (Adopted January 2015).
  2. The development includes the subdivision of an existing commercial unit with poor access and off road servicing facilities and has sole access off Jeffrey Street. This will give rise to increased vehicular movements and servicing at this access point within a poor standard and limited area external space shared with other commercial users. This will give rise to overspilling of commercial activity into the highway. This is to the significant detriment of highway safety and residential amenity and is contrary to Policies SP1, SP2, GP7, T4, GP2 and GP4 of the adopted Newport Local Development Plan 2011-2026.
