Planning Decision
Why it was refused
- The proposed development constitutes inappropriate development within the Green Belt and would result in the loss of open Green Belt land that makes a strong contribution to preventing unrestricted urban sprawl, and maintaining the openness of the Green Belt. The proposal fails to satisfy any of the exceptions for development within the Green Belt set out in Section 13 of the National Planning Policy Framework, and no very special circumstances have been demonstrated that would clearly outweigh the harm to the Green Belt and any other identified harm. The proposal is therefore contrary to the National Planning Policy Framework.
- The proposed development would place additional pressure on existing community infrastructure, including GP surgeries, dental practices and schools, without adequate evidence that sufficient capacity exists or that appropriate mitigation would be secured to accommodate the increased demand arising from the development. As a result, the proposal would place an unacceptable burden on local infrastructure to the detriment of existing and future residents. The proposal is therefore contrary to the National Planning Policy Framework.
- The proposed development would generate a significant increase in vehicular traffic, resulting in an unacceptable impact on the safe and efficient operation of the local highway network, with particular regard to Swan Island, where existing congestion and traffic pressures are already substantial. In the absence of 2 25/01485/OUTM satisfactory evidence demonstrating that the highway impacts can be appropriately mitigated, the proposal would lead to severe residual cumulative impacts on the transport network, contrary to the National Planning Policy Framework.
