Why it was refused
- The proposed residential unit would fail to meet the minimum space requirement for a 2 bedroom, 3 person dwelling. The proposal also fails to meet minimum storage requirements, resulting in a unacceptable standard of accommodation, contrary to the Nationally Described Space Standards, London Plan Policy D6, and Lambeth Local Plan Policy H5. London planning@lambeth.gov.uk SW2 9QQ
- The proposal fails to provide any private or communal amenity space. This would result in a poor standard of residential amenity for future occupiers, contrary to London Plan Policy D6 and Lambeth Local Plan Policy H5.
- Insufficient information has been submitted in the form of a rear elevation drawing and supporting assessment, preventing verification that satisfactory levels of daylight, outlook and aspect would be provided to habitable rooms. The proposal therefore fails to demonstrate an acceptable standard of living environment, contrary to Lambeth Local Plan Policy Q2.
- The proposal fails to demonstrate a high quality design appropriate to the site and its context or that it would preserve the special architectural and historic interest of the Grade II listed building. The application is supported by inaccurate and incomplete drawings, including the absence of a rear elevation and insufficient detail relating to the shopfront, internal layout and alterations to historic fabric, which prevents a full assessment of design quality and heritage impact. The proposal is therefore contrary to London Plan Policies HC1, D3 and D6 and Lambeth Local Plan Policies Q5, Q8, Q11 and Q20, which require development affecting listed buildings to be well designed, supported by clear and accurate information, and to preserve or enhance their significance.
- Insufficient information has been submitted in the form of a noise impact assessment, having regard to the site's mixed use context and proximity to commercial plant and extract equipment. As a result, it has not been demonstrated that future occupiers would be adequately protected from noise and disturbance, contrary to Lambeth Local Plan Policy Q2.
- The application fails to provide adequate details of refuse and recycling storage arrangements and secure, accessible cycle parking. In the absence of this information, it has not been demonstrated that waste would be managed appropriately or that sufficient cycle parking could be accommodated in accordance with adopted standards. The proposal is therefore contrary to London Plan Policies T5 and SI7 and Lambeth Local Plan Policies Q12 and Q13.
- The application does not include a legal mechanism to deliver planning obligations for securing: (i) the provision of car club membership to occupiers of the proposed dwelling; (ii) that the development is car parking permit free; and (iii) provision of cycle hire membership to occupiers of the proposed dwelling. The development would therefore not promote sustainable modes of travel, and the transport impacts of the development would not be mitigated. This is contrary to Policies T4, T5 and T6 of the London Plan (2021) and Policies D4, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021).
- Insufficient information has been submitted in regard to sustainability, energy or water efficiency. The proposal thereby fails to demonstrate compliance with sustainable design and construction standards, contrary to Lambeth Local Plan Policies EN4 and EN6.
