Planning Decision

Why it was refused

  1. The submitted Daylight and Sunlight Assessment is not acceptable as it has not been undertaken by an independent, suitably qualified specialist. Without an objective and professionally verified assessment, the Local Planning Authority cannot rely on the findings presented or be satisfied that the methodology and results accord with the BRE Site Layout Planning for Daylight and Sunlight guidance. In the absence of a robust and independently prepared assessment, the Local Planning Authority is unable to conclude that the proposed development would safeguard the amenity of neighbouring occupiers. The proposal therefore fails to comply with Policy Q2 of the Lambeth Local Plan (2021). London planning@lambeth.gov.uk SW2 9QQ
  2. The rear extension, built on the boundary with No 2C and projecting 4m, would appear unduly dominant and result in an unacceptable sense of enclosure to the adjoining garden, contrary to Policy Q2 of the Lambeth Local Plan (2021). No contextual drawings have been provided to show the relationship between the differing ground levels, the applicant has therefore failed to demonstrate that the proposal would not result in an unacceptable loss of outlook to No 2C, contrary to Policy Q2 of the Lambeth Local Plan (2021).
  3. The proposed rear dormer, although amended from the previous submission remains of a scale and massing that appears unduly dominant. The revisions do not sufficiently reduce its visual bulk, and the dormer fails to read as a subordinate addition to the host roof. As such, the proposal results in harm to the character and appearance of the property and wider area, contrary to Policy Q2 of the Lambeth Local Plan (2021) and guidance within the Lambeth Design Guide SPD.
