Why it was refused

  1. The development by virtue of its depth, width, overall size, bulk and proximity to neighbouring property at 59 Whitethorn Avenue would be detrimental to the residential amenities of the occupiers by reason of loss of light, loss of outlook, overshadowing and overdominance. The proposal would therefore be contrary to Policy BE1 of the Hillingdon Local Plan: Part One - Strategic Policies (2012), Policies DMHB 11 and DMHD 1 of the Hillingdon Local Plan: Part 2 - Development Management Policies (2020) and the National Planning Policy Framework (2026).
  2. The proposed extension, by virtue of its excessive width, scale and inappropriate details of design, would fail to harmonise with the immediate and local context and has an adverse impact on the character and appearance of the host property, existing streetscene and wider area. The proposals are therefore considered contrary to the objectives of Policy BE1 of the Hillingdon Local PDECHHODB (ODB) 79003/APP/2026/1901 Plan: Part One Strategic Policies (2012), Policies DMHB 11, DMHB 12, DMHD 1 of the Local Plan: Part Two - Development Management Policies (2020) , Policies D3 and D6 of the London Plan (2021) and the NPPF (2026).
