Planning Decision
Why it was refused
- The proposed extensions by reason of the excessive height and bulk of the roof extensions, footprint, depth, design and siting in this plot would result in a dominant, excessive, visually intrusive, overbearing and incongruous form of overdevelopment that would harm the architectural composition of the plot/site, character and appearance of the Peggotty Way Cul-de-sac as well as Thackery Close and visual amenities of the surrounding streetscence. he proposal would therefore be contrary to Policy BE1 of the Hillingdon Local Plan: Part One - Strategic Policies (2012), Policies DMHB 11, DMHB 12 and DMHD 1 of the Hillingdon Local Plan: Part Two- Development Management Policies (2020) Policies D3 and D4 of the London Plan (2021), and Chapter 12 of the National Planning Policy Framework (2024).
- The proposed extensions, by virtue of their excessive height, scale, bulk and siting in close proximity to the site boundaries would be detrimental to the occupiers of the surrounding context in terms of sense of enclosure, visual impact, overbearing impact, outlook and loss of privacy. Therefore, the proposal would fail to comply with Policy D3 of the London Plan (2021), Policy BE1 and of the Hillingdon Local Plan: Part One - Strategic Policies (2012) and Policies DMBH 11 and DMHD1 of the Hillingdon Local Plan: Part Two - Development Management Policies (2020) .
- In the absence of the submission of a tree survey and arboricultural method statement, the applicant has failed to demonstrate that the development would safeguard existing trees on the site and further fails to demonstrate protection for and long-term retention of the trees. The proposal is, therefore, contrary to Policy G7 of the London Plan (2021) and policies DMHB11 and DMHB14 of the Hillingdon Local Plan: Part Two - Development Management Policies (2020).
