Why it was refused

  1. The proposed house does not sufficiently address the unique, constrained relationship with No. 16A Oakridge Avenue and fails to prevent detrimental harm in terms of a loss of privacy and overlooking. This is due to the first- floor bedroom windows facing at an oblique angle directly towards the rear garden of No. 16A Oakridge Avenue. Furthermore, the development would create an overbearing impact and an unacceptable impact on outlook. This is caused by the elevated land levels of the application site and the two- storey plus loft scale of the building situated within close proximity to the neighbouring private amenity space. The proposal would therefore cause very substantial detriment to the living conditions of the occupiers of No. 16A Oakridge Avenue. Consequently, the development fails to comply with Policy SADM30 and the core amenity protections of the NPPF.
  2. The proposed dwelling, by reason of its siting and excessive size within the plot would fail to respect the established front building lines in the residential parade if forms part of. It would sit forward of No. 67 and substantially forward of No. 69 and this positioning unacceptably exposes a large, 2.5- storey side wing to the public realm, presenting a highly prominent, blank façade that lacks visual screening from No. 69, and which would relate poorly to no.69 due to its scale, massing, bulk, design and siting. Consequently, the proposal fails to deliver a well-designed place and is contrary to the National Planning Policy Framework (NPPF), the National Design Guide (2021), Policy CS22 of the Hertsmere Core Strategy (2013), Policies SADM3 and SADM30 of the Site Allocations and Development Management Policies Plan (2016) and Policies HD3 and HD4 of the Made (adopted) Radlett Neighbourhood Plan 2021.
