The separate parcels of land forming the holding are widely dispersed, and insufficient information has been submitted to demonstrate that a building is best located at this particular site rather than at any of the other sites. It has thus not been demonstrated that the siting of this scale of building is appropriate in this location. Accordingly, the current proposal represents a harmful and inappropriate addition to the existing undeveloped rural landscape. Therefore, by virtue of its siting, design and appearance, the proposal would be harmful to the wider local environment, landscape and Public Rights of Way, contrary to Harborough Local Plan Policies GD5 and GD8.
