- The proposed 1.8 metre-high fencing and gates, by reason of their height, length and prominent siting along the Castle Hill Avenue frontage, would result in harm to the significance of the Folkestone Leas and Bayle Conservation Area. The public benefits arising from the proposal, including enhanced security for the existing office premises and associated parking areas, are not considered to be sufficient to outweigh that harm. The proposal would therefore fail to preserve or enhance the character or appearance of the Conservation Area and is contrary to Policies HB1 and HB8 of the Places and Policies Local Plan and the National Planning Policy Framework.
