Why it was refused
- No evidence has been submitted to demonstrate that the proposed change of use would accord with the Council's strategic employment objectives or that the loss of employment floorspace on this allocated employment site would be acceptable. In the absence of sufficient justification, the Local Planning Authority cannot be satisfied that the proposal would not result in the unjustified loss of land allocated for employment uses, thereby undermining the supply of employment floorspace within the district. The proposal is therefore contrary to Policies E1 and E2 of the adopted Core Strategy Review and Policy RL8 of the adopted Places and Policies Local Plan, which seek to protect sites allocated for Class E(g), B2 and B8 employment uses.
- The proposal, by virtue of its layout, insufficient number of parking spaces proposed and the constrained nature of the site, would fail to provide adequate parking provision to meet the needs of the development. Furthermore, the unrestricted use of the site for Class E purposes would generate a level of parking demand that could not reasonably be accommodated within the site. Consequently, significant levels of on-street parking are likely to occur within the surrounding area, to the detriment of highway safety, convenience and local amenity. The proposal is therefore Folkestone & Hythe District Council Civic Centre, Castle Hill Avenue, Folkestone, Kent CT20 2QY contrary to Policy T2 of the adopted Places and Policies Local Plan and paragraph 116 of the National Planning Policy Framework.
