Why it was refused
- The change of use into a house of multiple occupation (HMO) results in more than one property out of a consecutive row of five properties being converted and results in a clustering of conversions along this terrace of buildings, unduly at odds with the predominant pattern of single family dwellinghouses and flats along the road. The proposal would be contrary to the National Planning Policy Framework (2026), Policy CP30 of the Core Strategy (2010), and Policies DMD5 and DMD37 of the Development Management Document (2014).
- The proposed development would fail to provide a satisfactory standard of accommodation for future occupiers. The communal living room due to its small size would provide a poor and impractical shared living space for five occupiers. Bedroom 1 and bedroom 2 do not meet the floor space standards and cannot demonstrate that they can accommodate persons comfortably and functionally. The proposal would therefore fail to provide a high-quality form of shared accommodation. The proposal would be contrary to the National Planning Policy Framework (2026), Policies D5 and D6 of the London Plan (2021), Policy CP30 of the Core Strategy (2010), and Policies DMD5 and DMD8 of the Development Management Document (2014).
