Planning Decision

Why it was refused

  1. The retrospective HMO results in the loss of a dwelling that would be more appropriately occupied as a single family dwelling, rather than a poor quality HMO with significantly constrained internal communal space, thereby conflicting with the Council's Housing demand target to provide / retain family sized housing within the Borough and provide high quality residential accommodation. The scheme is therefore contrary to Policy DMD5 of the Development Management Document (2014) and the NPPF (2026).
  2. The HMO by reason of its limited communal kitchen space layout and single bathroom to serve 5 unrelated occupants, represents a substandard and inappropriate form of accommodation which would not be capable of meeting the reasonable needs of its 5 occupiers and would be detrimental to the standard of living of the occupants. The scheme therefore fails to provide an adequate standard of residential accommodation and it is contrary to Policy D6 of the London Plan (2021), Core Strategy Policies CP4 and CP30, Development Management Document Policies DMD5, DMD7 and DMD37 as well as the NPPF (2026).
