Planning Decision

Why it was refused

  1. The submitted details relating to the reserved matters of design and appearance fail to demonstrate a high-quality design response. The proposed dwelling would appear poorly proportioned, with an unsatisfactory roof form, weak fenestration arrangement, limited architectural articulation and an incoherent material palette, resulting in a development that would fail to enhance the character and appearance of the area. The proposal is therefore contrary to Policies D3, D4 and D5 of the London Plan (2021), Policy CP30 of the Enfield Core Strategy (2010), Policy DMD37 of the Enfield Development Management Document (2014), and the design objectives of the National Planning Policy Framework (2026).
  2. The proposal fails to demonstrate that future occupiers would be provided with an acceptable standard of residential accommodation. Insufficient information has been submitted to confirm compliance with the Nationally Described Space Standards, while aspects of the proposed layout, outlook and privacy arrangements would result in poor living conditions for future occupants. The proposal is therefore contrary to Policy D6 of the London Plan (2021), Policy CP30 of the Enfield Core Strategy (2010), Policies DMD8 and DMD37 of the Enfield Development Management Document (2014), and the National Planning Policy Framework (2026).
  3. The proposal has failed to provide sufficient arboricultural information to demonstrate that the development would not adversely affect trees protected by Tree Preservation Order No. 002 (1957). In the absence of an updated Tree Survey and Arboricultural Impact Assessment, the Local Planning Authority cannot be satisfied that the proposal would avoid harm to protected trees. The proposal is therefore contrary to Policy G7 of the London Plan (2021), Policy CP30 of the Enfield Core Strategy (2010), and Policy DMD80 of the Enfield Development Management Document (2014).
  4. The submitted landscaping details are incomplete and inconsistent, failing to demonstrate a comprehensive landscape strategy for the site. Insufficient information has been provided regarding planting, hard landscaping, biodiversity enhancements, amenity areas, and the siting of refuse and cycle storage. As such, the Local Planning Authority cannot be satisfied that the proposal would provide a high-quality landscape setting or enhance biodiversity. The proposal is therefore contrary to Policies D8, G5, G6 and G7 of the London Plan (2021), Policy CP30 of the Enfield Core Strategy (2010), and Policies DMD37, DMD80 and DMD81 of the Enfield Development Management Document (2014).
  5. The proposed development, by reason of its housing mix comprising predominantly smaller units and the complete absence of family-sized accommodation, would fail to provide an appropriate range of dwelling types and sizes to meet identified housing needs within the Borough. The proposal would result in the loss of the existing single family sized dwelling and the family housing which formed part of the development assessed at outline stage and fails to optimise the site's contribution towards meeting Enfield's identified need for larger homes. The proposal is therefore contrary to Policy H10 of the London Plan (2021), Policy CP5 of the Enfield Core Strategy (2010) and Policy DMD3 of the Enfield Development Management Document (2014).
