Why it was refused

  1. The proposed first-floor rear extension, by reason of its depth, scale and massing, amd materials would result in a visually dominant and incongruous form of development that would fail to remain subordinate to the host dwelling. The development would significantly project beyond the established building line and disrupt the established pattern of development exhibited by the detached dwellings within Rowan Avenue resulting in a development that would appear out of keeping with the prevailing character of the area. Consequently, the proposal would cause unacceptable harm to the character and appearance of the host dwelling and the visual amenities of the surrounding area. The proposal is therefore contrary to NDMP DP3: Key principles for well-designed, NDMP DP4: The design process, Core Strategy Policy D10a Design and Borough Plan policies UHT1 Design of New Development and UHT4 Visual Amenity.
