Why it was refused
- The proposed change of use of the residential dwelling to a children’s home for up to three children with two day carers, two night carers, one sleeping in staff, one Registered manager and one Responsible Individual would be likely to adversely affect the residential amenities of the occupants of adjoining and nearby dwellinghouses by virtue of the level of noise and disturbance given the nature of the use including users/visitors and due to the number of vehicle movements to the site in association with the proposed development. The proposal would also result in an unsatisfactory level of parking to serve the proposed development. The proposal is therefore considered to be contrary to Policies SP1, SP34, SP35, DP1 and DP7 of the East Staffordshire Local Plan, Branston Neighbourhood Plan Policy B2, B11, the Parking Standards Supplementary Planning Document and the National Planning Policy Framework. This application is refused by the under signed under powers delegated by the Borough Council in accordance with the provisions of Section 101 of the Local Government Act 1972.
