Why it was refused

  1. The fence by virtue of it's scale and design would introduce a substantial, solid and visually dominant form of enclosure across the entire frontage of the property. Its height, close- boarded construction and utilitarian character would appear incongruous within the setting of the listed building and would not respond positively to its historic character. The proposed fence would also introduce a substantially taller and more visually solid form of enclosure which would be at odds with the low level boundary treatments present within the streetscene and overall semi-rural character of the village, The proposal is therefore contrary to SP10 and SP11 of the East Lindsey Local Plan and DP3, HE4 and HE5 of the National Planning Policy Framework.
