Planning Decision
Why it was refused
- The proposed balcony, privacy screening and enlarged rear dormer, by reason of their scale, design and prominence, would appear as incongruous and overly dominant additions to the rear elevation of the property. The development would fail to preserve or enhance the character and appearance of the Swanage Conservation Area and would result in harm to the setting and significance of nearby designated heritage assets, including the Grade II listed buildings at 88-92 High Street, 108-110 High Street, the Grade II Listed Tithe Barn and the Grade II Listed United Reformed Church. The identified harm is not outweighed by any public benefits arising from the proposal. The development is therefore contrary to Policies HE4 (Securing the Conservation of Heritage Assets), HE6 (Proposals Affecting Designated Heritage Assets), HE9 (Conservation Areas) and DP3 (Key Principles for Well-Designed Places) of the National Planning Policy Framework, Policy E2 (Historic Environment) of the Purbeck Local Plan Part 1, and the statutory duties contained within Sections 66(1) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
