Why it was refused

  1. The proposed conversion of the host building to a five-bedroom house in multiple occupation (HMO) would result in the net loss of a three-bedroom home as originally built and the loss of a home smaller than 130sqm, for which there is an identified need in the Borough. The proposed development therefore fails to comply with the Croydon Local Plan 2018 in particular policies SP2 and DM1.2.
  2. The proposed development would result in substandard accommodation by reason of poor outlook due to the refuse location, poor ventilation, lack of privacy, general noise and disturbance and a cramped living environment to Bedroom 1. In addition, the development would result in a cramped living environment for Bedrooms 3, and 5. As such, it would be contrary to the Policies SP2, SP4 and DM10 of the Croydon Local Plan 2018 and Policy D3 and D6 of the London Plan 2021.
  3. In the absence of a legal agreement to prevent occupiers from obtaining car parking permits and lack of a transport assessment which includes a parking stress survey, the proposed use as a HMO is likely to result in a harmful increase in car parking stress. This could result in harm to highway safety due to increased parking congestion and forms of anti-social parking. The development is therefore contrary to Policies T4 and T6 of the London Plan (2021) and Polices SP8, DM29 and DM30 of the Croydon Local Plan (2018).
  4. The proposed development would fail to provide well designed, adequate and accessible cycle storage facilities to serve the needs of future residents. The proposed development therefore fails to comply with the Croydon Local Plan (2018), in particular Policies SP8, DM29, DM30, SP4, DM10 and DM16, the London Plan (2021), in particular Policy T5, and the London Cycle Design Standards (LCDS) 2016.
