Planning Decision

Why it was refused

  1. The proposed development would provide a poor standard of accommodation for future occupiers, due to Unit 2 being undersized internally, lack of security and privacy due to occupiers of Unit 2 having to first enter Unit 1 to access their flat and low-quality amenity space. The proposed development would therefore conflict with Policies D3 and D6 of the London Plan (2021) and Policies SP4 and DM10 of the Croydon Local Plan (2018).
  2. In the absence of a legal agreement, to secure measures to mitigate the impacts of the development on the local transport network via a sustainable transport contribution and restrictions on residential parking permits, the proposal would be unacceptable in planning terms. The development conflicts with Policies T3, T4, T6 and DF1 of the London Plan (2021) and Policies SP8, DM29 and DM30 of the Croydon Local Plan (2018).
