Why it was refused

  1. The proposed development would result in the net loss of 1 x 3-bed unit and would fail to provide any 3-bed units and would therefore fail to contribute towards the Council's need for family-sized homes. The proposal fails to comply with policies SP2.7 and DM1.2 of the Croydon Local Plan (2018).
  2. The proposed front dormer, by reason of its scale and siting, would appear incongruous within the streetscene. The submitted drawings do not clearly or consistently show the form and extent of the dormer, which further reinforces concerns. The proposed rear extension, by reason of the poor quality design of the roof and fenestration, would be detrimental to the character of the host building. The proposed site layout, by reason of the contrived rear garden sub-division and the size and positioning of the bin store on the frontage without any screening, would have a detrimental impact on the streetscene and the character of the area. The proposal fails to comply with Policy D3 of the London Plan (2021) and Policies SP4.1 and DM10 of the Croydon Local Plan (2018).
  3. The proposed development, by reason of the undersized units, lack of internal storage space, layout of the private gardens, and the absence of communal amenity and play space, would provide a sub-standard quality of accommodation. The proposal fails to comply with Policies SP2.8 and DM10 of the Croydon Local Plan (2018) and Policy D6 of the London Plan (2021).
  4. The proposed development, by reason of the over-provision of car parking and the absence of dedicated cycle storage, would fail to encourage sustainable modes of travel. The proposal fails to comply with policies T5, T6 and T6.1 of the London Plan (2021) and Policies DM29 and DM30 of the Croydon Local Plan (2018).
  5. The proposed refuse storage, by reason of the proposed bin type/capacity/layout and the doors facing each other, would not be easily accessible by occupiers or operatives. The proposal fails to comply with policy DM13 of the Croydon Local Plan (2018).
  6. The applicant has failed to demonstrate, by virtue of the absence of a Preliminary Ecology Statement, that the proposed development would not have a detrimental impact on protected or priority species, contrary to policy G6 of the London Plan (2021) and policy DM27 of the Croydon Local Plan (2018).
  7. The applicant has failed to demonstrate how biodiversity net gain would be achieved on the site, contrary to Schedule 7A (Biodiversity Gain in England) of the Town and Country Planning Act 1990.
